The Government of Liberia (GOL) requested financing for the project in 2011 from the Government of Norway (GON) through its Ministry of Foreign Affairs, the Government of Germany through KFW Development Bank, and the European Investment Bank (EIB).  The financing was preliminarily confirmed in 2012, officially confirmed in 2012-3, and the first partner funds were received in late 2013.

In 2015 the United States Government, through its Millennium Challenge Corporation (MCC), became an additional financing partner.

The Government of Norway provided about 20% of the total financing; KfW 19%; the European Investment Bank 18%, the Millennium Challenge Corporation 41%, and the Government of Liberia  the remainder (2%).

In addition the Government of Norway committed to financing the operations of the Mt. Coffee Project Implementation Unit through a separate bilateral agreement signed on June 13, 2013.  An additional bilateral agreement was signed on September 13, 2016, extending the Norwegian support to the PIU through December 31, 2017.  A copy of the current bilateral agreement is available here.
